The union concluded its direct presentation to the three member Interest Arbitration Panel at 1:22 P.M. on Thursday, October 25, 2001. The final issues discussed were Article 19 , Article 30 Modified Work Week provision, Uniforms, and wage parity. Five Local Presidents presented testimony. They were John Dirzuis Greater Conn Area Local, Art Doherty Philadelphia Area Local, Omar Gonzalez Greater Los Angeles Area Local, Morline Moore Beaumont SCF Area Local, and Sharyn Stone Indianapolis Area Local. The USPS open with a brief summary of the issues they want to address - financial condition of USPS, Private Sector Comparability & Moderate Restraint, and Parity. The Interest Arbitration will continue on October 26, 27, 30, 31, November 1, 5, 7, 16, and 17, 2001. This will be followed by a period of time to submit a closing brief and then the three member panel will enter into executive sessions. Update 10/27/01 Interest Arbitration Update. The third day of the USPS direct case addressed their wage package and the centralized uniform program. The USPS proposal has not changed. They want a four-year contract with a $500 annual bonus. In addition they want to change the Sunday Premium and Night Differential provisions. They want to pay Sunday Premium for only hours worked on Sunday and they want to cut night differential to a flat $1 an hour. The USPS proposal would apply to approximately 327,000 career employees from all crafts. The USPS said would cost them more than $783 million for a four year but their changes to Sunday Premium would save them $283 million and their saving on night differential would be $373 million. The total cost to the USPS would be $67 million. The USPS proposal would mean a cut to many of employees especially higher level workers. They stated they had no interest in the APWU Uniform proposal.
